Information On Direct Marketing Of Renewable Power In 2014 By Tsos Highest Degree For Wind Power
An overview on direct marketing of renewable power by the operators in 2014 published by the four German transmission system operators (TSOs) shows that onshore wind power output has been mostly sold directly by operators and offshore wind power to a large extent by December 2014. Under the Renewable Energy Sources Act 2012 (EEG 2012) and the EEG 2014 that became effective as of 1 August 2014, operators can claim a market premium in addition to the sales revenue obtained (cf. Section 34 EEG 2014). While direct marketing was still a voluntary option under the EEG 2012, it is the rule under the EEG 2014 (cf. Section 2 para. 2 EEG 2014) for most plants that started operations after 1 August 2014. Only few exceptions exist (cf. Sections 37 and 38 EEG), in particular for small plants with an installed capacity of up to 500 kW (until 31 December 2015) respectively up to 100 kW as of 1 January 2016. These plants are still eligible for feed-in tariffs. The following data refers to direct marketing of renewable power for which a market premium under the EEG 2012 respectively the EEG 2014 (as of August 2014) was claimed.1. ONSHORE WIND POWER According to the latest available data by the German Wind Energy Association (BWE) installed onshore wind capacity amounted to 35,388.70 MW by 30 June 2014. The data by the TSOs show that in January 2014 a capacity of 27,371.34 MW was already marketed by the operators themselves. By August 2014 it had increased to 30,204.91 MW, rising to 31,867.66 MW by December. This goes to show that operators of onshore wind power already (voluntarily) opted largely for direct marketing under the EEG 2012, so that the shift to mandatory direct marketing under the EEG 2014 did not make such a difference.2. OFFSHORE WIND POWER By October 2014 916.3 MW of offshore capacity were commissioned, according to offshore-windenergie.net. The data by the TSOs on direct marketing show that in January 2014 already 562.30 MW were marketed directly. This number dropped in the following four months. In June 2014, i.e. before the EEG 2014 became effective, it rose to 621.70 MW and has remained on this level until the end of 2014.3. PV By 31 December 2013 PV capacity amounted to 35,692 MW. According to the data provided by the TSOs only 4,375.82 MW were marketed directly in January 2014. By July 2014 the amount had risen to 5,374.83 MW and was 5,961.43 by December 2014. The difference is 586.60 MW. Data on PV growth following the entering into force of the EEG 2014 that made direct marketing mandatory for most new PV plants are only available for the period August to November 2014, in which new capacity in the amount of 431.204 MW was installed. If the capacity added originated from new plants with a capacity higher than 500 kW, which are subject to direct marketing is not clear.4. BIOMASS By the end of 2013 about almost 6.5 GW of biomass power plants were commissioned in Germany according to Energieagentur.NRW. Capacity in the amount of 2,988.98 MW was marketed directly. This amount rose to 4,269.17 MW in August 2014 and 4,556.61 in December 2014, a 52% rise over the beginning of the year.5. HYDRO POWER According to information by Energieagentur.NRW hydro power with an installed capacity of 5.5 GW was installed by the end of 2013. In January 2014 515,96 MW were marketed directly under the EEG 2012 (voluntary direct marketing). This figure rose to 686.01 MW in August 2014, when the EEG 2014 entered into force and new plants became obliged to market output. It fell to 640.54 in December 2014.6. GEOTHERMAL POWER Geothermal power so far plays only a minor role in Germany. Capacity amounts to 31.31 MW, according to the latest data by the Federal Geothermal Association. Data by the TSOs show that 4.8 MW were marketed directly to claim the market premium in January 2014. This amount rose to 14.12 MW in May and June 2014. With the entry into force of mandatory direct marketing under the EEG 2014 it fell to 11.12 MW in August 2014 and remained on that level until the end of 2014.7. LANDFILL GAS, SEWAGE GAS AND MINE GAS In January 2014 capacity of landfill, sewage and mine gas in the amount of 181.39 MW was marketed directly. By December 2014 the amount had risen to 284.09 MW.8. TOTAL RISE IN DIRECT MARKETING CAPACITY From January 2014 to December 2014 the total amount of direct marketing capacity for which market premiums were claimed in addition to the sales revenue had risen from 36,001 MW to 43,943 MW.
